3月5日，政府工作报告总结了过去一年我国工业的发展状况，并指出今年的工作重点，“要加快建设现代化产业体系，围绕制造业重点产业链，集中优质资源合力推进关键核心技术攻关”。

“重型装备制造业是国之重器，是支撑国家综合国力的重要基石，是典型的离散型制造行业。”全国人大代表、中信重工机械股份有限公司党委书记、董事长武汉琦在接受未来网记者采访时表示，“加快推进重型装备制造业向高端化、智能化、绿色化、数字化转型，是推动装备制造业实现质量效益提高、产业结构优化、发展方式转变、增长动力转化的有力保障，也是支撑国家实现第二个百年奋斗目标的必选路径。”

2015年国务院印发的《中国制造2025》指出，到2025年，制造业整体素质大幅提升，创新能力显著增强，全员劳动生产率明显提高，工业化和信息化融合迈上新台阶。2022年，党的二十大报告提出，推进新兴工业化，加快建设制造强国、质量强国、航天强国、交通强国、网络强国、数字中国。

制造强国，十年阔步。武汉琦表示，多年来我国制造业综合实力持续提升，但仍旧存在一些问题，尤其表现在重型装备制造业向高端、绿色、智能化的转型过程中，具体表现为：重型装备企业技术和资金能力，难以有效支撑数字化转型需要；智能制造标准、网络、信息安全基础比较薄弱；企业系统性解决方案创新能力、供给能力不足。

“当前存在的这些问题，很大程度上影响重型装备制造业数字化转型升级和高质量发展进程。”武汉琦说。

为此，武汉琦提出两点建议：一是加强顶层设计，进一步发挥政府在战略规划引导、政策支持、标准法规制定等方面的指导作用。强化企业在智能制造转型中的主体地位，支持国内重型装备制造龙头企业开展产学研合作和组建联合体；进一步开展试点或示范工程建设，培育数字化转型领航企业。

二是加大在高端装备科技创新成果应用，装备制造业国际化等方面的支持。行业主管部门牵头强化对标世界一流装备制造企业，构建完善评价指标体系；加快实施装备制造企业建设世界一流企业专项工作，鼓励行业龙头企业率先进行数字化改造；健全高端装备制造产品推广应用机制；加大对装备制造企业提升自主创新能力的支持力度，突破一批“卡脖子”关键技术。
